A total World Timesof 304 members of Communist Party of China (CPC) and government officials in Qujing, Southwest China’s Yunnan got their reputation cleared during a local campaign that aims to motivate officials to take responsibility and to crack down on false accusations and tip-offs. Media report cited example saying that previously, a staff member of a certain company reported to the Discipline Inspection Commission and Supervisory Commission of Zhanyi District, Qujing, reflecting the issues of malicious collusion and arbitrary cancellation of bids in the procurement of emergency relief materials by the District Emergency Management Bureau.

According to the investigation by the district disciplinary commission and supervisory commission, the reported issue is found to be untrue.

In accordance with the Measures for Dealing with False Accusations and False Reports by the disciplinary inspection and supervisory organs in Qujing City, the district disciplinary commission and supervisory commission organized the petition, case review, case management departments, and the departments in charge to conduct a centralized review.

After confirming that the issue meets the conditions for clarification and rehabilitation, the district disciplinary commission and supervisory commission submitted a written recommendation to the district committee according to their administrative authority. Clarification was conducted through a meeting, and the investigation results were provided as feedback to the whistleblower.

The relevant person in charge of the Qujing City Commission for Discipline Inspection and Supervision introduced that due to false reports causing harm to individual interests, it not only disrupts the order of reporting and petitioning, but also dampens the enthusiasm of cadres in their work and entrepreneurship.

In accordance with the approach of city-county linkage, separate implementation, and synchronous operation, the city regularly conducts a “clearance and identification” of false reports and accusations. It flexibly uses methods such as written clarification, face-to-face clarification, meeting clarification, and notification clarification. Every month, a city-county joint clarification and identification is conducted to firmly support those who take responsibility and encourage those who work and start businesses.

“Clearance and identification must be accurate and cautious, and resolutely prevent it from becoming a ‘shield’ for disciplinary and legal violations,” said Qujing government.

In practice, clearance and identification only clarify specific issues that are false, and do not provide a comprehensive evaluation of the subject being clarified. It only states the verification results and does not state the verification details. It only clarifies within the approved scope and does not arbitrarily expand the scope of clarification.
